Starting sentences with the word "that" is quite unique here. In some cases it can be used correctly. In other cases, not so much. So which one is it in the question above? Is it optimal to begin the sentence as (A) suggests? Or are one of the other remaining choices a better option?
There are clues in the rest of the non-underlined portion of the sentence .In this case, we focus on verbs such as "has nearly doubled" to help us determine what works and what doesn't work in the underlined portion of the sentence correction.
